Makarov in Modern Warfare 3 is the main antagonist of the Modern Warfare franchise known for his ruthless tactics. As well, he appeared as a customization option in Call of Duty: Ghosts. He was the grand mastermind behind World War 3 and the cause of the entire series' events, always pulling the strings from behind the lines as the puppet master. Makarov, a ruthless yet cunning strategist, often outmaneuvered his enemies, made them play by his rules and responsible for a number of acts and terror throughout the series.
